GUANGDONG PROVINCE
1. To implement the relevant guidelines, policies, laws and regulations of national business and port administration, draft and enforce the laws and regulations in Guangdong Province. To study the development trends of domestic and global trade and modern distribution patterns and make proposals.
2. To formulate and implement stratagies and plans for business and port development in Guangdong Province, draft and implement policies and measures for market system construction, domestic and foreign trade development and investment. To accelerate modern market system construction, advance the establishment of business service platform. To carry forward integrative development of domestic and foreign trade, optimize the distribution and structure of commercial circulation industry.
3. To lead the formulation of policies for sound and regulated urban and rural markets development, build public service platforms based on market credibility, and promote credit construction within business circle. To advance rural market system construction, guide bulk commodity wholesale market planning, urban commercial network planning and commercial system construction; to promote structural reform and standardization of commercial circulation, coordinate the settlement of major problems in commercial circulation.
4. To reorganize and regulate the relevant coordination work of market economic order; draft and implement the polices and measures of regulating market performing and circulation order; monitor and analyze business operation situation, commodity supply and demand, conduct forecasting early warning and information guidance; establish and improve the emergency management mechanism for daily necessities market; and to be responsible for the management and market regulation of important consumer goods reserves.
5. To formulate and implement development plans, policies and measures on the development of convention, e-commerce, business services and etc., promote development of such modern distribution patterns as chain-store operations, commercial franchise and logistics; advance the transformation of trade growth pattern, guide and coordinate trade promotion system construction, and promote e-commerce service system and platform establishment; strengthen the development of small and medium-sized enterprises, guide trade structure adjustment, and advance brand building of circulation industry.
6. To formulate and implement policies concerning circulation industry, give policy proposals on industrial distribution optimization and put them into practice; in charge of the development of circulation industry, guide and manage the recycling of renewable resources. To supervise and manage the auction, pawnage, leasing, automobile marketing and old goods circulation on the basis of law. To organize the implementation of import and export commodities catalogue, import and export plans of important industrial products, raw materials and important agricultural products (except grain and cotton) as well as quota and tariff quota plans of import and export commodities.
7. To lead the formulation of policies for trade in services development in Guangdong Province, take charge of the administration and development of service industry in commerce and trade (includes wholesale, retail, homemaking, catering, and lodging industry), and guide the opening up of trade in services area. To draft and implement plans, policies and measures of developing service export and service outsourcing jointly with other organization concerned, and advance the building of service outsourcing platform.
8. To formulate and implement policies and measures of optimizing the import and export structure of mechanical and electrical products and new high-tech products and foreign technical trade. To organize and enforce the strategy of promoting trade by technology and international brand construction; supervise and coordinate the international bidding of mechanical and electrical products. To facilitate the standardization of import and export trade.
9.To organize and carry out the “going global” strategy in Guangdong Province, formulate and implement the plans, policies, administrative measures of outward investment and economic cooperation and plans for overseas direct investment. To manage, supervise and serve such outward economic cooperation practice as overseas direct investment, foreign contracted projects and foreign labor service cooperation in accordance with laws. To offer guidance, supervision and inspection for Guangdong’s efforts in providing foreign assistance. To promote the construction and management of overseas economic and trade networks, and manage the overseas trade and economic representative organizations.
10. To formulate policies and measures of promoting foreign investment and improving foreign investment environment. To draw up plans for attracting foreign investment in Guangdong and follow through with them. To guide and coordinate work concerning foreign investment promotion in Guangdong, and undertake work regarding the trade and economic cooperation between Guangdong and Hong Kong, Macao,as well as Taiwan. To set up and improve Guangdong’s foreign investment promotion mechanism. To attract foreign investment for major projects and keep track of their progress.
11.To give guidance on the foreign investment in Guangdong, work out and implement foreign investment policies and reform plans. To regulate foreign-invested enterprises and projects, supervise and inspect foreign-invested enterprises, and make coordinations to resolve major problems in accordance with the law. To guide the processing trade industry, supervise and manage the import and export of processing trade in Guangdong.
12. To offer policy guidance, coordination and management of the development zones (economic and technological development zone, bonded surveillance zone, hereinafter inclusive). To draw up and implement the strategy of Guangdong’s free trade zone; To make summaries and evaluations of relevant development zones; To make researches and analysis of the major problems of their development.
13. To draw up and implement plans for business communication. To undertake important foreign affairs concerning Guangdong’s business and ports, guide the foreign affairs and foreign exchange within the commerce system. To manage the regional trade and economic cooperation, and network with the provincial government’s offices in Shenyang, Wuhan, Chengdu, Kunming, and Xi 'an.
14. To formulate and implement the plans for ports construction and their opening-up. To comprehensively coordinate and guide the port authorities at various levels, the construction of electronic ports and release information of ports. To participate in the coordination and management of port security.
15. To organize and coordinate the work concerning antidumping, countervailing, safeguard measures and other issues related to fair trade for imports and exports. To comprehensively coordinate Guangdong’s participation in WTO affairs. To organize industrial injury investigations and other trade remedy measures in compliance with law. To guide and coordinate Guangdong’s efforts in responding to foreign countries’ antidumping, countervailing, and safeguard measures. To conduct investigations on the concentration of enterprise actions and other relevant anti-monopoly work.
16. To follow through the relevant national guidelines, policies, laws and regulations of the construction of the pilot free trade zones.To formulate rules, regulations and normative documents for the construction of the pilot free trade zone. To study, introduce and implement policies of the comprehensive reform, investment, trade, finance and talents of the pilot free trade zone. To coordinate departments in the central government, Guangdong province, Hong Kong, Macao and other districts in issues concerning the free trade zone. To gather statistics and release public information of the pilot free trade zone.To undertake the daily routines of the work leading group of China (Guangdong) Pilot Free Trade Zone.
17. To undertake other assignments entrusted by the People's Government of Guangdong Province, Department of Commerce, and relevant national port authorities.
