Mr. Luo worked successively as Director of Department of Accounting of Guangzhou Maritime Transport Group Co., Ltd. (China Shipping Co., Ltd); Deputy Director-General and Chief Accountant of Harbor Bureau of Zhanjiang; Board Director, Vice General Manager, Chief Accountant and Member of CPC Committee of Guangdong Provincial Communications Group Co., Ltd.; Board Director, General Manager, Deputy Secretary of CPC Committee of Guangdong Provincial Railway Construction Investment Group Co., Ltd.; Member of CPC Leadership Group and Counsel Director of Department of Foreign Trade and Economic Cooperation of Guangdong Province. In February 2014, he was appointed Member of CPC Leadership Group and Counsel of Department of Commerce of Guangdong Province, taking charge of General Affairs Office, Finance Division, Market Planning and Construction Division, Market Supervision and Regulation Division, Personnel Management Division, CPC Affairs Office of the Department, Retired Personnel Services Division, being responsible for the construction of business big data, and contacting Logistics Affairs Center of the Department and International Economic and International Economy and Trade Development Center of Guangdong Province.
