On May 24th, the State Council Executive Meeting made it clear that the construction of International Trade “Single Window” should be accelerated in line with requirements of the standard edition, and achieved full coverage at all ports of the country before the end of the year. Guangdong Provincial Committee of CPC and People's Government of Guangdong Province attached great importance to this instruction, and Zhanjiang had launched the national "Single Window" Standard Edition Pilot in May. Guangdong plans to realize expanding pilots of "Single Window" Standard Edition to all ports in the province before the end of September, and various basic functions should come into service in Guangdong and cover at least 10% of the business volume in the pilot areas by the end of August.
To further minimize cargo customs clearance time is an important measure of the State Council to advance the reform of “streamlining administration and delegating power, combining power delegation with effective oversight, and improving service all in a coordinated way”, to optimize the business environment and to support the steady development of foreign trade. Guangdong has formulated the implementation plan and deployed to launch pilots in Guangzhou and Dongguan before the end of July and to achieve full coverage in the whole province by the end of the year. To attach importance on promoting the establishment of operation time limit standard for various work procedures, as well as production operation time limit standard for loading and unloading, warehousing, transportation, container shifting, unstuffing, etc. in all port service departments in Guangdong Province; and on supervising each port service department to enhance work efficiency and improve service quality. In accordance with the implementation of 3-Mutuals and the construction of integrated clearance, Guangdong will fully support and cooperate with the port inspection departments of central leadership stationed in Guangdong Province to implement relevant reform affairs and measures of minimizing cargo customs clearance time, and work together to realize the objective of reducing 1/3 cargo customs clearance time of 2016.
The conference stressed that to expand International Trade “Single Window” Standard Edition Pilots and to implement the measures of minimizing cargo customs clearance time are two heavy tasks that must be finished in limited time, and all cities and port related authorities in Guangdong should perform their own functions, conduct coordinated interaction with each other, and form a work pattern of collective management and overall promotion, so as to jointly achieve expected results for these two priorities, make enterprises fully benefit from the convenience brought by the reform and innovation of port customs clearance system, and increase enterprises’ sense of gain from the reform.
